Changes the normal retirement age for Public Safety Personnel Retirement System (PSPRS) members who become members on or after July 1, 2017 from fifty-five years old to fifty-four years old, while maintaining the requirement of fifteen years of credited service.

Applies the age reduction retroactively to June 30, 2017, affecting all eligible members who became part of the system on or after that date.

Amends Arizona Revised Statutes section 38-842 to modify the definition of "normal retirement date" for new members in the PSPRS.

Does not affect retirement requirements for members who joined the system before January 1, 2012 or between January 1, 2012 and July 1, 2017, which have different age and service requirements.
