Establishes preference for veteran-owned business bidders and Arizona bidders over nonresident bidders for state contracts when two or more bids are identical in price, with veteran-owned businesses receiving priority.

Requires purchasing agencies to add a percentage increase to nonresident bidder bids equal to the preference percentage given to in-state bidders in the bidder's home state, with the department publishing an annual list of states with in-state preferences.

Defines "Arizona bidder" as a business authorized to transact business in Arizona, maintaining headquarters in the state for at least 12 consecutive months (or employing 500+ full-time Arizona residents with health benefits), and paying all assessed taxes.

Defines "veteran-owned business" as a business at least 51 percent owned by one or more veterans with honorable discharge, where veterans control management and daily operations, and the home office is located in Arizona and not a foreign subsidiary.
