Establishes a toll-free telephone hotline operated by the attorney general to receive complaints and reports of voter fraud, election interference, and other unlawful voting activity, with the secretary of state transferring such calls to the attorney general's number.

Requires the secretary of state, county boards of supervisors, county recorders, election officers, and election board workers to promptly report known or suspected criminal violations of election law to the attorney general.

Creates a standardized complaint form for the public to report alleged violations of election law, election irregularities, or unlawful acts occurring during elections, with complaints to include the complainant's contact information.

Directs the attorney general to investigate complaints or refer them to appropriate jurisdiction, provide investigation results to legislative leaders and county election officials, and submit annual summary reports to the legislature detailing complaint numbers and investigation status.

Permits law enforcement officers and attorney general employees to enter polling places, voting centers, and counting centers to preserve order or investigate criminal complaints, provided such activity does not interfere with election conduct or voters' ability to vote.
