• Requires authorized recipients to verify donor information and maintain records of donations; sets standards for medicine acceptance including unopened tamper-evident packaging, proper storage in temperature-controlled environments, and attestation that medication has not been adulterated.

• Permits authorized recipients to transfer donated medicine to other authorized recipients or out-of-state drug donation programs (one-time transfer only) and to dispense medicine only when prescribers do not require "dispense as written" restrictions.

• Prohibits resale of donated medicine but allows authorized recipients to charge handling, dispensing, and administrative fees; requires seven-year record retention and board audit access within five business days.

• Provides civil, criminal, and professional immunity for donors, authorized recipients, and others involved in good faith compliance with the donation program.
