Requires all school districts and charter schools to provide medically accurate and age-appropriate sex education instruction in kindergarten through grade 12.

Mandates sex education instruction include topics such as physical/emotional changes of adolescence, critical thinking skills, personal boundaries, consent, sexual abuse prevention, healthy relationships, and contraception methods.

Requires school districts and charter schools to make sex education materials available for parental review and allow parents to request in writing that their child be excused from instruction without academic penalties or disciplinary action.

Modifies parental involvement policies under section 15-102 to allow school districts and charter schools to provide sex education instruction only when parents provide written permission for their child to participate (changed from opting out to opting in).

Directs the state board of education to designate minimum education and training qualifications for sex education instructors and adopt rules to enforce the sex education requirements.
