Amends Arizona Revised Statutes section 28-5240 to change penalties for motor carrier safety violations from criminal offenses to civil penalties.

First violation: imposes a civil penalty of $500 instead of a Class 2 misdemeanor conviction.

Second violation: within six months of the preceding violation results in a Class 1 misdemeanor conviction.

Subsequent violations: within one year after the preceding violation results in a Class 6 felony conviction.

Authorizes the Arizona Attorney General to enforce this section.
