Amends Arizona Revised Statutes Section 49-765 regarding local regulation of solid waste collection.

Allows counties, cities, and towns to establish regulations for private solid waste collection including standards for equipment, hours of operation, license fees, and insurance requirements.

Prohibits counties, cities, or towns from providing for or enforcing criminal penalties against a person who refuses to purchase solid waste collection services from a private service provider.

Local ordinances and regulations must be equal to or more stringent than state law and rules adopted by the department.

Permits civil penalties (but not criminal penalties) for violations of local solid waste collection ordinances and regulations.
