Amends Arizona Revised Statutes Section 9-599 to clarify that special taxing districts, investor-owned electric utilities, and electric cooperatives retain authority to deny, limit, restrict, or set rates and fees for wireless provider use of utility poles and wireless support structures.

Confirms that no authority gains zoning, land use, planning, permitting, or other regulatory authority over utility poles, wireless support structures, or small wireless facilities owned by special taxing districts, investor-owned electric utilities, or electric cooperatives.

Preserves private easement rights and specifies that all right-of-way usage is subject to rights granted by any existing private easement.

Exempts authorities within 10 miles of the Mexico border from these provisions if they had a contract in place on or before July 1, 2018 that supports national security objectives.
