Prohibits municipalities, counties, and fire districts from requiring installation of fire sprinklers in existing buildings with 300+ occupants that serve alcoholic beverages and were not originally built with sprinklers.

Allows sprinkler requirements only when a building owner undertakes a major renovation or remodel, defined as either closing the business during work or performing work contracted over $250,000.

Exempts single-family detached residences and residential buildings with not more than two dwelling units from the sprinkler prohibition restrictions.

Prohibits fines, penalties, or other requirements against property owners who choose not to install or equip fire sprinklers in covered existing buildings.
