• Amends Arizona's definition of "mental disorder" to clarify distinctions from substance use disorders, intellectual disabilities, declining mental abilities related to impending death, and certain personality disorders.

• Establishes that persons with substance use disorders alone cannot be subject to involuntary treatment under article 5 of chapter 36; those with co-occurring mental and substance use disorders may be evaluated and treated if mental disorder impairments persist after detoxification.

• Prohibits involuntary treatment of persons with intellectual disabilities unless they also have a treatable mental disorder, and prohibits involuntary treatment of persons with declining mental abilities accompanying impending death.

• Specifies that persons with character or personality disorders characterized by lifelong antisocial behavior patterns cannot be involuntarily treated unless they also have a co-occurring mental disorder that would benefit from treatment.
