Establishes veterans of overseas conflicts auxiliary special license plates if $32,000 implementation fee is paid by December 31, 2020.

Plate design includes a three-inch square area for a logo or message and a bottom area for an additional message, with design approved by the department.

Charges $25 fee for special plates ($8 for administration, $17 as annual donation) and deposits donations into a veterans of overseas conflicts auxiliary special plate fund.

First $32,000 collected in the fund reimburses the person who paid the implementation fee; remaining monies allocated annually to a 501(c)(19) qualified organization serving women veterans, women active duty personnel, and their families.

Establishes fund administration limit of ten percent annually for costs and requires the qualified organization to have been established in 1931, have over 10,000 members, maintain at least 52 auxiliaries in Arizona, and serve family members of women veterans.
