Amends Arizona Revised Statutes Section 16-548 to require identification verification when voters or their agents submit early ballots in person at polling places, early voting locations, or voting centers.

Requires persons delivering early ballots to sign an early ballot delivery log with printed name and provide identification matching the name on the delivery log.

Accepts any form of identification prescribed by Section 16-579; photographs are not required.

Allows early ballots to be deposited at polling places, early voting locations, or voting centers, with submission deadline remaining 7:00 p.m. on election day to be counted as valid.

Maintains existing provisions for overseas citizens, U.S. service members, and their spouses or dependents regarding affidavit subscription requirements.
