Amends Arizona's statewide assessment requirements to include at least three nationally recognized college entrance examinations and national assessment of educational progress assessments beginning in the 2020-2021 school year.

Expands the statewide assessment to measure pupil achievement in kindergarten programs and grades one through twelve, rather than grades designated by the state board.

Allows local education agencies offering grades one through eight to select alternative achievement assessments from a state board-approved menu by the 2023-2024 school year, instead of administering the statewide assessment.

Requires alternative assessments on the menu to be nationally recognized, meet or exceed state academic standards rigor, and have third-party evaluation demonstrating compliance with state requirements.

Maintains existing provisions requiring uniform testing throughout the state, objective scoring, and collection of nontest achievement-related data without violating student privacy laws.
