HB 2359 Summary

• Prohibits state agencies from denying occupational licenses to otherwise qualified applicants convicted of drug offenses under Arizona Title 13, chapters 34 or 34.1, or equivalent offenses in other jurisdictions.

• Applicants with qualifying drug convictions cannot be denied either a regular occupational license or a provisional occupational license.

• Exempts from this requirement: the State Board of Education, health profession regulatory boards, the Department of Health Services, law enforcement agencies, and the Arizona Peace Officer Standards and Training Board.

• Defines "occupational license" broadly to include permits, certificates, approvals, registrations, charters, and similar authorizations allowing individuals to work in lawful occupations, trades, or professions.
