Amends Arizona Revised Statutes Section 48-3902 to define specific powers and duties of county free library districts.

Authorizes county free library districts to offer or provide funding for four types of services: making information, technology and resources available; providing study and research spaces; offering educational and informational programs for all age groups; and providing literacy promotion programs with emphasis on early literacy, school readiness, adult literacy, digital literacy and workforce development.

Makes technical corrections to existing statutory language regarding contracts between counties for library use, including clarifying terminology and improving grammar.
