Appropriates $1,500,000 from the state general fund in fiscal years 2020-2021 and 2021-2022 to the Department of Health Services for a family health pilot program.

Requires the Department of Health Services to distribute funds to a nonprofit organization to provide direct services, case management, and referrals to biological or adoptive parents of children under two years of age, including unborn children.

Prohibits use of appropriated monies for abortion referral services or distribution to entities that promote, refer, or perform abortions.

Appropriates $1,500,000 from the state general fund in fiscal year 2020-2021 to the Department of Economic Security for a statewide information and referral service using 2-1-1 three-digit dialing access.

Prohibits the statewide information and referral service from providing abortion-related information, referrals, or financial support to entities that provide, pay for, or provide coverage for abortions.
