Amends section 15-1409 to clarify that provisional community college districts that began operations before January 1, 2015 are not eligible to receive monies under section 15-1472, subsection D, paragraph 2, subdivision (a), but this subdivision does apply to provisional community college districts authorized under section 15-1409, subsection M.

Modifies section 15-1472 to exclude community college tuition financing districts from receiving the $200,000 base allocation from the workforce development fund, while maintaining eligibility for provisional community college districts.

Applies the changes retroactively to June 30, 2020.
