Amends Arizona law to explicitly include linguistic interpreters within the definition of "domestic violence victim advocate" and "sexual assault victim advocate," granting them the same privileged communication protections as other advocates.

Establishes a new Sexual Assault Services Fund administered by the Department of Economic Security, funded by an initial $10,000,000 appropriation in fiscal year 2020-2021, to provide grants to sexual violence service providers through a competitive process.

Requires sexual violence service providers receiving fund monies to adhere to statewide service standards approved by the Department of Economic Security and a state coalition against sexual violence, and prohibits discrimination in admissions or services based on race, gender, religion, color, age, disability, marital status, national origin, ancestry, or sexual orientation.

Expands the definition of "sexual violence service provider" to include shelter, crisis intervention, counseling, medical and legal assistance, advocate training, trauma-informed healing programs, and other support services for sexual violence victims.

Amends crime victim advocate privilege law to explicitly include linguistic interpreters, ensuring their communications with victims receive the same confidentiality protections and allowing them to disclose information with victim consent to assist in providing services.
