Amends Section 28-8202 of Arizona Revised Statutes to clarify the purpose of the state aviation fund.

Specifies that monies from the state aviation fund distributed by the board must be used "solely" for planning, design, development, acquisition of land interests, construction, and improvement of publicly owned and operated airport facilities.

Maintains the 10 percent cap on annual awards to any single airport, limiting grants to no more than 10 percent of the fund's average annual revenue from the past three years.

Defines "publicly owned and operated airport facility" as an airport where a state agency, city, town, county, or Indian tribe holds clear interest in the land for at least 20 years without reversionary interests, liens, or encumbrances that would interfere with public airport use.
