Adds section 45-142 to Arizona Revised Statutes to establish restrictions on Colorado River water transfers.

Prohibits persons with claims to 164,652 acre feet of fourth priority Colorado River water from transferring or conveying those rights to locations or uses outside agricultural, municipal, or industrial uses.

Applies only to water subject to the Boulder Canyon Project Act that was allocated by the U.S. Bureau of Reclamation for Colorado River communities.

Requires any transfer of these water rights to remain within Colorado River communities for agricultural, municipal, or industrial purposes.
