Amends section 37-1015 of Arizona Revised Statutes concerning the environmental special plate fund administered by the commissioner.

Increases annual distribution to each natural resource conservation district with an established education center from $5,000 to $10,000.

Funds must be used for developing and implementing environmental education programs conducted in a balanced manner, based on current scientific information, and including discussion of economic and social implications.

Fund remains exempt from lapsing appropriations under section 35-190, with investment earnings credited back to the fund.
