Department of Child Safety and Arizona Health Care Cost Containment System must submit a report by December 31, 2020 to the House and Senate health committees.

Report must evaluate system improvements for adopted children from foster care who have complex trauma resulting in dangerous behaviors.

Report must include evaluation and outcome data from programs and services offered by other states to address complex trauma in adopted children.

Report must examine mechanisms within DCS for suspending parental rights when adoptive children pose danger to the family (as corroborated by law enforcement) while maintaining permanency goals under federal law or exploring alternatives to terminating parental rights.
