Requires the Department of Insurance and Financial Institutions to contract with a qualified health care consultant or actuary to study establishing a reinsurance program in Arizona for individual and small group markets under a state innovation waiver authorized by the Affordable Care Act.

Study must assess reinsurance program options using existing insurer data, compare programs implemented in other states, and consult with health insurers offering plans on the state health insurance exchange.

Consultant/actuary must deliver report by July 1, 2021 evaluating program options, potential premium cost reductions, estimated state implementation costs, potential federal revenue, and impact on existing insurance providers.

Department must submit completed report to the Governor, Speaker of the House, President of the Senate, and Secretary of State by August 1, 2021.

Appropriates unspecified amount from state general fund in fiscal year 2020-2021 to fund the study; section repeals December 31, 2021.
