Establishes the medical services purchase program study committee with 12 members including 2 House representatives, 2 Senate members, and representatives from health care organizations and business groups appointed by legislative leaders.

Committee shall research and make recommendations for establishing a medical services purchase program, focusing on feasibility of allowing individuals to access insurance coverage through Arizona's existing Medicaid program.

Committee is authorized to hold hearings, conduct fact-finding tours, and take testimony from witnesses to fulfill its responsibilities, with all hearings open to the public.

Committee must submit a report with findings and recommendations to the governor, president of the senate, and speaker of the house of representatives by March 1, 2021.

Committee members receive no compensation but are eligible for expense reimbursement under Arizona law; the committee automatically repeals on June 30, 2021.
