Amends Arizona law (Section 20-1133) to require insurers offering Medicare supplement insurance to persons 65+ years old to also offer the same policies to persons eligible for Medicare due to disability or end-stage renal disease.

Mandates that all benefits and coverages available to Medicare enrollees 65+ must also apply to Medicare enrollees under 65 who qualify due to disability or end-stage renal disease.

Establishes open enrollment periods allowing Medicare enrollees with disability or end-stage renal disease to enroll in supplement policies within six months of enrolling in Medicare Part B, receiving retroactive enrollment notice, or experiencing group health plan termination.

Prohibits insurers from charging excessive or unfairly discriminatory premiums to enrollees with disability or end-stage renal disease compared to those 65+ years old.

Allows third-party premium payments on behalf of enrollees if paid in full and timely, and applies requirements to all types of health insurance carriers operating in Arizona.
