Appropriates $10,000,000 from the state general fund in fiscal year 2019-2020 to the Secretary of State for distribution to counties, cities, and towns for 2020 census communication and outreach efforts.

Distributes funds on pro rata basis: $5,000,000 to counties based on population and $5,000,000 to cities and towns based on population.

Recipients may use funds solely to conduct communication and outreach efforts aimed at increasing census response rates and accuracy, with focus on hard-to-count populations.

Exempts the appropriation from lapsing provisions under Arizona Revised Statutes section 35-190, allowing unspent funds to carry forward.
