Updates underground storage tank performance standards to reference federal regulations as in effect on January 1, 2020, replacing the outdated January 1, 2009 date.

Raises the threshold for requiring piping compliance from 25 percent to 50 percent of total linear footage of connected piping when installing new piping components.

Requires secondary containment performance standards and release detection requirements for new underground storage tank systems under federal Code of Regulations section 280.20.

Requires under-dispenser containment when installing or replacing motor fuel dispenser systems connected to underground storage tanks, with performance standards specified in federal regulations.

Authorizes the director to adopt rules for underground storage tank design, construction, installation, performance and compatibility standards that are consistent with and no more stringent than applicable federal regulations.
