HB 2455 - Air Quality Omnibus

• Repeals section 49-474.04 and transfers the voluntary vehicle repair and retrofit program to a new section 49-558.02, shifting administration from counties to the state Department of Environmental Quality.

• Revises vehicle emissions inspection testing requirements in area A and area B, updating test protocols for various vehicle types and replacing outdated language regarding onboard diagnostic systems.

• Removes the catalytic converter replacement program requirement for counties with populations over 1.2 million and eliminates related funding provisions from the emissions inspection fund.

• Adds new exemptions from emissions testing for cranes, oversize vehicles requiring permits, and vehicles owned by residents on active military duty outside Arizona.

• Extends the conditional effectiveness date for vehicle emissions testing program modifications from July 1, 2020 to July 1, 2022, pending U.S. Environmental Protection Agency approval of state implementation plan changes.
