Amends sections 27-514 and 27-515 of Arizona Revised Statutes to place the oil and gas conservation commission within the department of environmental quality and clarify staff support provisions.

Repeals sections 41-3022.09 and 41-3022.24 of Arizona Revised Statutes related to environmental quality programs.

Removes the July 1, 2020 sunset date from section 49-186 (Arizona's air quality licensing program), allowing it to continue indefinitely.

Repeals section 49-238 of Arizona Revised Statutes and Laws 1998, chapter 298, section 30 (as amended multiple times through 2010) related to environmental quality provisions.
