Amends Arizona Revised Statutes section 15-1626 to require the Arizona Board of Regents to fix resident tuition and fees based on the actual cost of educating students, including maintenance, operations, and capital costs.

Prohibits the Board of Regents from considering a student's ability to pay when setting resident tuition and fees.

Establishes requirements for nonresident tuition rate differentials for high school graduates of Arizona who do not otherwise qualify for in-state tuition, requiring the legislature to deduct revenue lost from the discount from future appropriations.

Maintains existing Board of Regents powers and duties regarding university governance, personnel, curricula, degree requirements, and budget adoption.
