Directs courts to transmit collected assessments through county or city treasurers to the state treasurer for deposit into the Department of Public Safety Forensics Fund.

Reduces the defensive driving school surcharge from $45 to $13, with revenue directed first to the forensics fund (up to $10,400,000 annually) and remaining funds to the state general fund.

Uses forensics fund monies for fingerprint equipment, DNA testing systems, crime laboratory operations, and distribution to local police departments that operate crime laboratories.
