• Expands the definition of entities that can be parties to intergovernmental agreements with CTEDs to include nonprofits and postsecondary institutions, with requirements that such agreements specify financial provisions, accountability measures, responsibilities, instruction quality, transportation, and cost-sharing terms.

• Requires that written intergovernmental agreements or contracts completely and accurately specify the minimum services CTEDs must provide to member districts, including professional development for career and technical teachers and ongoing evaluation of satellite campus programs.

• Updates existing provisions regarding average daily membership calculations, student eligibility, and satellite campus operations to accommodate the expanded partnership possibilities with nonprofits and postsecondary institutions.
