Amends Arizona Revised Statutes sections 15-2002 and 15-2032 relating to the School Facilities Board's administration of school construction and maintenance funding.

Adds new subsection P to section 15-2002 clarifying that school facilities board projects must comply with state board of education procurement rules and that the facilities board cannot adopt policies that alter, supplement, or subtract from those rules.

Adds new subsections I and J to section 15-2032 allowing school districts to use locally available funds to execute approved building renewal projects and seek reimbursement from grant funds if the legislature appropriates monies, with no guarantee of reimbursement.

Clarifies that the School Facilities Board cannot alter the priority of building renewal grant distributions based on whether a school district used its own funds to execute an approved project.

Modifies definitions in section 15-2032 to reference "facilities" instead of "buildings" in certain contexts and clarifies that building renewal grants must serve an academic purpose.
