Establishes the Adult Workforce Diploma Program within the Arizona Commerce Authority to help individuals age 21+ earn high school diplomas and develop employability and career-technical skills.

Creates a dedicated fund with $5,000,000 appropriated annually from the state general fund, with monies continuously appropriated and administered by the authority's chief executive officer.

Requires approved program providers to be accredited high schools with at least 2 years of adult dropout recovery experience, offering remediation, employability certifications, career pathways, industry credentials, and career placement services.

Establishes milestone-based payment structure: $250 per half-unit of credit or employability certification, $250-$750 per industry credential depending on hours required, and $1,000 per high school diploma earned.

Sets minimum performance standards of 50% graduation rate and $7,000 or less cost per graduate, with probationary status for underperforming providers and removal after two consecutive years of non-compliance; program terminates July 1, 2030.
