Amends Arizona Revised Statutes section 41-752 to allow state employees to engage in political activities including expressing opinions, attending political meetings, casting votes, making campaign contributions, circulating petitions, and advocating for candidates.

Removes restrictions on state employees serving as members of political party committees, officers of partisan political clubs, and participating in management of political parties and campaigns.

Allows state employees to serve on school boards, community college governing boards, and as precinct committeemen without limitation.

Maintains prohibitions on using official authority to influence votes, using political endorsements for state personnel appointments, and engaging in political activities while on duty, in uniform, or at public expense.

Establishes criminal penalties (class 6 felony for subsection violations, class 1 misdemeanor for other violations) and civil penalties of up to three times contribution amounts plus costs for prohibited solicitation activities.
