Adds section 19-112.01 to Arizona Revised Statutes governing initiative and referendum petitions.

Requires the Secretary of State to provide a secure internet portal system for qualified electors to electronically sign initiative and referendum petitions.

Electronic signature system must verify the identity of qualified electors and ensure only eligible signatories can participate.

Allows petition filers to collect up to 50% of required signatures through the online system, with remaining signatures collected through traditional methods.
