Expands the definition of "health professional" in mandatory reporting requirements for vulnerable adult abuse, neglect, and exploitation to include a broader category of healthcare providers beyond the previously listed specific professions.

Requires immediate reporting by telephone or online (rather than unspecified timeframe) of suspected abuse, neglect, or exploitation of vulnerable adults to peace officers or adult protective services central intake unit.

Adds attorneys, accountants, trustees, guardians, and conservators who discover abuse, neglect, or exploitation through their professional duties to mandatory reporting requirements.

Increases criminal penalties for failure to report from class 1 misdemeanor to class 6 felony when the failure to report involves offenses listed in title 13, chapter 14 (sex offenses).

Designates the act as an emergency measure effective immediately upon passage.
