Prohibits selling or transferring firearms unless the seller is a licensed firearms dealer or a licensed dealer facilitates the transfer.

Requires unlicensed individuals conducting private firearm sales to use a licensed dealer as intermediary, who must conduct background checks and comply with all federal, state, and local law.

Prohibits dealers from charging fees to purchasers or transferees for facilitating private firearm transfers.

Establishes exceptions for law enforcement, military, gunsmiths, common carriers, shooting range loans, lawful hunting loans, inheritance, antique firearms, and immediate family gifts.

Violation of this section is classified as a class 5 felony.
