• Requires the auditor general to engage an independent consultant to review adult protective services operations and identify best practices for service delivery improvement.

• Consultant must examine strategic direction for vulnerable adult safety, accountability mechanisms with performance data, community engagement strategies, and frequency of future independent evaluations.

• Auditor general must consider consultant's experience with state and county adult protective services evaluations, staff expertise in reform and operations, knowledge of relevant laws, and familiarity with evidence-based practices when selecting the consultant.

• Consultant must submit findings and recommendations report to the governor, senate president, house speaker, and chairperson of the house ad hoc committee on abuse and neglect of vulnerable adults by July 1, 2021.

• Appropriates $300,000 from the state general fund in fiscal year 2020-2021 to the auditor general for this review, with exemption from normal appropriation lapsing provisions.
