Increases minimum compensation for prisoners engaged in productive work from $1.50 per hour to $3.00 per hour.

Removes the distinction that previously allowed lower pay for prisoners in Arizona correctional industries programs and eliminates the separate $2 minimum for private prison contracts.

Changes the spendable account credit from $.50 per hour to $.50 per hour for prisoners earning at least $3 per hour, maintaining the same credit amount.

Eliminates mandatory wage deductions for prisoners earning less than $2 per hour (the previous threshold), while maintaining deduction requirements for those earning $3 or more per hour.

Updates the transition program fund to collect contributions from prisoner wages at the new compensation levels as specified in sections 31-254 and 31-285.
