Appropriates $167,659,000 from the state general fund and $79,338,000 from other funds in fiscal year 2020-2021 to the Department of Administration for state employee salary increases.

State employees who did not receive a salary increase under Laws 2019, chapter 263, section 172 shall receive 10% salary increases if earning less than $70,000 annually or 5% increases if earning $70,000 or more as of June 30, 2020.

Joint Legislative Budget Committee staff shall determine allocations to each agency or department, with adjustments to expenditure authority as necessary; for universities, the state general fund must cover the tuition-funded portion of the adjustment.

Department of Administration must submit a report to the Joint Legislative Budget Committee staff by September 1, 2020 detailing actual implemented salary increases by agency, department, and position.

Legislature intends that appropriated funds be offset by repealing tax credits for private school tuition organizations for individuals, corporations, and insurers under Arizona Revised Statutes titles 20 and 43.
