• Amends Arizona Revised Statutes section 1-502 to exclude "postsecondary education" from the definition of "state or local public benefits" requiring citizenship documentation.

• Creates new section 15-1809 establishing an Arizona high school graduate tuition rate for students graduating from public or private high schools in Arizona who apply for admission to universities under the Arizona Board of Regents or community colleges.

• Requires the Arizona Board of Regents and community college governing boards to verify that applicants' high school diplomas meet requirements consistent with section 1-701.

• Allows students who previously qualified for the Arizona high school graduate tuition rate to retain that rate as long as they remain continuously enrolled, defined as enrollment without a 12-month or longer gap.
