Establishes the Arizona-Israel Commission under the governor's office with nine members: five appointed by the governor, and one each appointed by the president of the senate, minority leader of the senate, speaker of the house, and minority leader of the house.

Commission members serve three-year terms without compensation but are eligible for expense reimbursement; the governor's office provides office space and staff support.

Commission duties include facilitating commercial relationships between Israel and Arizona, promoting tourism between the two entities, and strengthening bilateral relationships.

Initial appointment terms stagger with three members' terms ending January 1, 2022, three ending January 1, 2023, and three ending January 1, 2024.

Commission terminates on July 1, 2028 pursuant to Arizona's sunset law for commissions.
