Prohibits Arizona and its political subdivisions from accepting consular identification cards issued by foreign governments as valid identification if the foreign government uses biometric identity verification techniques in issuing the card.

Defines "biometric identity verification techniques" to include fingerprint identification and retina scans.

Applies to all uses of valid identification by the state and local government entities in Arizona.
