Establishes the transportation infrastructure study committee appointed by the speaker of the house of representatives with nine members including one house representative (chair), the state transportation director, one attorney, two government affairs specialists, and six business community members.

Committee members receive no compensation but are eligible for expense reimbursement under state law.

Committee shall study the feasibility of constructing, maintaining and improving transportation infrastructure including highways, rail, and associated infrastructure from an international southern border point of entry to Phoenix.

Appropriates $300,000 from the state general fund in fiscal year 2020-2021 to the house of representatives for study costs, with speaker approval required for all expenditures.

Committee must submit findings and recommendations report to the governor, senate president, and house speaker by December 15, 2020; the entire section repeals December 31, 2020.
