Prohibits the Arizona legislature from enacting any unfunded mandates on public schools beginning in 2021.

Requires every legislative measure introduced with a fiscal impact on public schools to contain a sustainable funding source.

Mandates the Joint Legislative Budget Committee staff to prepare a fiscal analysis for every legislative measure introduced that has a fiscal impact on public schools.
