Amends Arizona Revised Statutes section 45-615.01 to modify the Temporary Groundwater and Irrigation Efficiency Projects Fund, which provides funding for well construction and rehabilitation in three active management areas.

Changes definition of "qualified irrigation district" by removing requirement that districts in the Phoenix active management area did not deliver surface water other than central Arizona project water in calendar year 2017.

Requires unencumbered monies remaining in the fund on June 30, 2027 to be proportionally distributed to contributors by December 31, 2027 based on their contributions, with groundwater withdrawal fee portions transferred to the Arizona Water Banking Fund.

Maintains fund restrictions prohibiting appropriation or transfer of monies to fund state general operations, with exception for taxes and levies imposed under title 42 or 43.

Takes effect immediately as an emergency measure.
