Requires appointment of one marshal in each election precinct, with marshals from opposite political party as precinct inspectors where applicable.

Mandates marshals receive training as prescribed in section 16-532 plus additional training on election laws from the Arizona Attorney General's office.

Allows certified premium board worker marshals to be eligible for certification but requires them to receive additional instruction before each election where they serve, notwithstanding the 30-month exemption for other premium workers.

Expands nonpartisan election boards to require a minimum of four election workers including one inspector, two judges, and one marshal (previously three workers with no marshal requirement).

Modifies election board composition to include marshals in write-in ballot tallying boards where electronic voting systems are used.
