Requires participating universities to cooperate with cooperative extension programs in the state that support economic vitality and natural resource use in rural communities.

Mandates annual written reports by November 15 to the Governor, House Speaker, and Senate President detailing the university's adjudication assistance activities.

Appropriates $500,000 from the state general fund to the University of Arizona in fiscal year 2020-2021 to establish the adjudication law clinic, with appropriated funds exempt from lapsing provisions.
