Establishes September 25 as Sandra Day O'Connor Civics Celebration Day, to be observed annually in public schools (not a legal holiday).

If the celebration falls on a weekend or non-school day, public schools shall observe it on the preceding or following school day.

Requires public schools to dedicate the majority of the school day to civics education on Sandra Day O'Connor Civics Celebration Day.

Directs the state board of education to develop a list of recommended civics education resources aligned with state social studies academic standards, with a process for schools to recommend additional resources.
